On May 10, 2023, wheat farmers held a warning protest in Tsnori. The farmers complained that, due to low market prices, they were unable to sell hundreds of tons of wheat harvested the previous year, while a new harvest was approaching. They called on the government for assistance.
According to the protesters, they collectively had around 20,000 tons of grain left unsold, and if they could not find buyers, they would be forced to discard their crops. Farmers blocked the Tsnori–Lagodekhi highway and dumped sacks of wheat on the road in protest.
They decided to wait for the government session scheduled for May 15 before determining whether to continue their demonstrations.
The government responded by introducing a temporary tax on flour imports. Under the new rule, importers bringing in more than 200 kilograms of wheat flour were required to pay 0.20 GEL per kilogram. The regulation remained in effect until November 1. Simultaneously, mills were obliged to purchase wheat from local farmers at a set price to support domestic producers.
