In September 2018, it was announced that the Georgian Parliament would fully relocate from Kutaisi back to Tbilisi, resuming all legislative activities in its original building on Rustaveli Avenue. From 2012 to 2014, the Parliament had operated in the newly built Kutaisi facility. After 2014, committee meetings were held in Tbilisi while plenary sessions remained in Kutaisi, and by 2019 the legislature was set to be based entirely in Tbilisi again.
On September 3, 2018, a protest took place in Kutaisi, near the Parliament building, under the slogan “Leave the Parliament in Kutaisi!” Demonstrators argued that keeping the Parliament in Kutaisi was vital for both the city and the country, calling the ruling party’s justification for the move unconvincing.
Protesters held banners reading “Keep the Parliament in Kutaisi” and “Don’t Kill the Future.” Activists also launched a Facebook page with the same title to mobilize public support.
Despite the protests, the government proceeded with plans to conserve the building, and the facility ultimately remained unused.
